I guess they just want to make money and sometimes when people feel they can survive without learning English, they just go with that feeling.
Try chucking one of those Chinese girls into an area with not alot of Asian influence, they'll learn English fast to adapt.

sure u can learn for free. learning any language can be divided into 5 skills:

1)reading
2)writing
3)listening
4)speaking
5)and grammar

speaking and listening u can do it by living in between English speakers, TV, voice chat in Internet u have many choices.

reading and grammar u have to get some book from libraries or check Internet u may find some down-loadable materials

in the writing u might need some body to correct ur writing
u can use word for spelling and grammatical mistakes but it wont help u in terms of writing style.
