A master's degree in international business is less frequently offered than an MBA with a concentration in international business. I see no reason why your planned undergraduate major(s) would prevent your admission to either program.

Admission opportunities for the best MBA programs are often significantly improved by a few years of work experience, preferably in business, after the bachelor's degree is awarded. You might also benefit by teaching English in Japan for a year after your bachelor's degree is awarded.

international studies-generally refers to the specific University Degrees and courses which are concerned with the study of ‘the major political, economic, social, cultural and sacral issues that dominate the international agenda’[1]. The term itself can be more specifically defined as ‘the contemporary and historical understanding of global societies, cultures, languages and systems of government and of the complex relationships between them that shape the world we live in’[2]. The terms and concepts of International Studies and International Relations are strongly related; however, International Relations focus more directly on the relationship between countries, whereas International Studies can encompass all phenomena which are globally-orientated.

No, it's not. International studies is more focused on the humanities (politics especially), while international business will have you focusing on doing business internationally. IB is more lucrative, but it is not the same as IS.
