You seem to have several questions here at once, and it's unclear if you're familiar with the higher education process. I'll do my best to cover what I can.

1) Other than special fellowships/internships and dual enrollment programs, it's incredibly unlikely that you'd be allowed to do research within a graduate school unless you are enrolled as a student there. You can't simply e-mail a university and tell them you're interested in their Master's program. You need to apply for graduate admission in order to pursue a Master's program there while doing research. Students typically apply for Master's programs during their final year of undergraduate work.

2) Some type of research at the undergraduate level is always ideal, but you shouldn't be doing it on your own. Most students who do research as undergrads do so in the form of a senior thesis or independent study work with a faculty scholar. You should always have someone overseeing your research. If you want to do research and you're a current undergrad, speak with the chair of your department or a faculty member of note.

3) Except for certain accelerated programs in which you do parts of both simultaneously, you can't work on a Master's degree until you have finished a Bachelor's degree. If you haven't already done that, you need to start there. You should not need to attend the institution at which you would like to complete your Master's.

I don't know about free exam materials, but there is a website -half.com that sells books which are used (some new) that may have information on study materials cheap.

There isn't an official policy (yet). I would think it would depend on your circumstances and what is preventing you from having one at your home. Maybe you'd want it online just because it is convenient. I take online classes so I understand that point. I'd be willing to because i'm technologically savvy and can type fast. But, not everyone is that way... most people are old-school. Plus, it'd be hard to pray and stuff.... like, would the person type the prayer? haha. A lot of stuff to think about. :)

Both Penn Foster (Pennsylvania) and Cleveland Institute of Electronics (Ohio) have a combination of online & distance learning courses in electronics.
