The IELTS test would show that your level of English is adequate for the academic level of the course you are studying; I don't think it relates to the mode of study (part-time or full-time).
If you have other evidence of your proficiency in English, that might be acceptable, or if you have grown up in an English-speaking country, or if your degree was taken at an English-medium college. It's up to the university's discretion.

Normally, 'overseas' students are expected to study full-time in the UK; that's a course that has over 16 hours a week tuition and they apply for a visa to be a full-time student.

As this programme is part-time, you will not be able to obtain a entry clearance to the UK as a student. Instead, you must obtain a work permit with the sponsorship of your employer. If this is not possible, you may wish to consider application to the MSc Finance Full-time programme (starting September 2008) which fulfils the Student Visa requirements.

Typically a part time degree involves the same amount of work but spread over a longer period of time. For example doing a masters degree might only take 1 year full-time but two-years part-time.

Also degree costs are often listed per-year rather than per-course, so the price of the part-time course actually works out the same as the full-time one if you take into account the number of years.
