I don't know about ISO. But I do know where you can check out a really good medical plan for study abroad (or any other travel away from home country). This is something that you must check with your program advisors.
When you pay for your studies, there should be a comprehensive listing of what's included in your study package.
In general, this would include basic health insurance (Kupat Cholim coverage) for the duration of the program. (If you extend your stay in Israel when your studies end, it's important to renew your coverage until leaving the country.)
Everyone in Israel must be on a plan; you should receive a numbered card under your name that grants you access to medical services.

Since you don't OWN a car, you would not even be able to get car insurance, however, if the car you drive is your host families vehicle, they can specifically NAME you to their policy and you would have coverage under that existing policy. Their premium may or may not go up depending on their company and your driving history (if you have had any tickets or accidents). I am assuming that you would then pay the difference which may be very little or nothing at all.

Depends on where you are going... USA, you will require a good insurance with all kinds of coverage as medical assistance is extremely expensive; UK, no, you don't need any insurance as all temporary residents residing for a minimum of 6 months will be insured by NHS (government agency for health care). If it's any other country you can look into what kind of policies the governments have and also how expensive treatments are.
