You should contact universities for summer program. Most better-ranked universities have international office and thus can handle your request/inquiries well (although sometimes you'll have to face broken English, but that's no problem since you're fluent in Mandarin, right?).

I can only give you a few recommendation but you need to do your own research for a better picture alright?

Chinese Language: Peking University (?????, Beijing Normal University ????????, Tsinghua University??????, Beijing People's University??????.

Law: Zhengfa Daxue (??????).

I think Beijing is the best place if you wish to polish your Chinese, but if you are thinking to be around the World Expo site, try Shanghai Fudan University ??????, Shanghai Jiaotong University ??????, Shanghai East China Normal University (these are the better ones there).

Yes, it would probably help you to stand out, but I would recommend saving up and doing a study abroad program in college instead. You get more out of it when you're older, and the programs are better organized. My high school Europe trip was mostly just an excuse to get drunk.

There are a couple of ways that you can go, will your High School sponsor or pick up some of the cost? you could get a tutor as well.

Hey there!
There's quite a few good programs. The most reliable are AFS (I'm going to Japan with them during my sophomore year), YFU, ASSE, and Rotary. Since you're looking to apply for a summer program, not all countries may be available (since summer is only a few months away!) but there will be some. You're bound to get your first choice with AFS, YFU, or ASSE (if that country is still available, that is). Those three are a bit on the expensive side but offer scholarships. Rotary is much more affordable, but the chances of you getting your first choice are slim, especially if you're familiar with the language. So, if you're up for surprises, Rotary is the way to go. If not, you should look at one of the other programs I mentioned.

I participated in a fabulous program, called HomeStay Spain in SPAIN. After speaking with other kids in the group who had participated in other exchange programs abroad we decided this was the best! If you are interested in a lifestyle immersion experience and willing to learn about Spanish Culture and Lifestyle, this is the most amazing program available. The beautiful and safe town of Santander is known for its cultural refinement, and an atmosphere typical of old Spain. It is so much fun!!! And we learned so much!!!! It was so enriching. I LOVED IT!!! Both my sister and I participated different summers and we had a blast! We made so many good friends we still keep in touch with! The program is really well planned out and people are lovely! Many host families have teens. They even allow you to come with a friend to stay in same host family home or in a different home. This program is considered the most complete exposure to a foreign country because as they say it is true that it combines CLASSES (art, debate, street talk, folklore, DANCING classes, among others) with FUN and EXCITING ACTIVITIES such as Latin Dance Classes, Bullfight, Boat Excursion, etc…, FULL DAY OUTINGS to places of historical and cultural interest such as prehistoric Altamira Caves, Guggenheim Museum, Roman Ruins, "Capricho de Gaudi", Roman Route Hiking adventure, etc... are also ALL INCLUDED IN THE PRICE while living with a local, loving and carefully selected HOST FAMILY. I know this program allows you to choose from several host families (the type of things this program does, no other program would ever) in order for everyone to be happy.
