You should not need an agency to apply for any UK visa if your application is straightforward, it's just a waste of money. If you managed to graduate with a UK degree, you should be able to handle the paperwork involved in applying for a PSW visa without help.

Hi,
Anyone in the UK on a student visa can only work a maximum of 20 hours a week, during term-time. You may work full-time during periods of vacation.
How long? Depends on the course you are planning to study and the Uni you are planning to apply. Home Office now has a habit of granting you visa for the entire period of the course if you are applying for a university. If it is a course offered by a college (as opposed to a proper uni) then you will only get one year max, which then you will have to extend when it lapses.

Edit:
I assume you are not from the EU. Citizens of the EU can study or work or simply go to town in the UK without any restriction.
