Stay here and see if you even like studying chinese before going overseas. It would be very hard to find yourself there with no way of going home early if you don't like it, don't like being there, or got sick. And you will be able to come away with an associates degree or be able to roll it into a bachelors if you stay here. Who knows if they would accept you into school there.My cousin majored in chinese in college, so there ARE programs of study as you know. Also, you can try to find someone who is a native speaker and ask them to mentor you or ask if they would be willing to just converse with you a few times a week.
You probably have university students from china, or if there are a lot of chinese american immigrants in your area, someone probably has a parent or a grandmother who speaks the language.and would probably be interested or flattered that you want to learn. Not that you would totally learn from them, but if you take a class, and then speak with a native speaker, you might learn faster.

After you get the hang of it going to China to VISIT on a tour or for a week or two would be apropriate, but not going lock stock and barrel without speaking it!

Yes, you can Study Chinese language in China as it is there language. You can not be sure of getting a part time job in China as in US, Canada, UK, Australia etc. where many Indian students get part time jobs.You can learn Chinese in India also at Centre of Chinese and South East Asian Studies, Jawaharlal Nehru University (JNU), New Delhi.
Or any other university as many universities in India offer study in Chinese language.

Well there are people who hate anywhere.China can be a good experience if you have the right attitude...hang out only with foriegners in foriegner bars, well you are not going to be happy.
Which city is right for you...well that depends on you .
Taiwan is very conservative, which is why many of my Taiwan friends in mainland China have chosen to move here. There is more energy and passion here.
Now you have a choice of many cities. I would recommend choosing to live in a city where they speak mandarin Chinese on a regular basis, so you can hear it on the buses and in the streets.
Beijing is a good choice, but Shanghai has many people from other cities and so you mostly hear mandarin (where I live in Beijing I hear a lot of the Shanxi language, because there are lots of people from there here).
Both Beijing and Shanghai are fairly expensive, but you end up with plenty of opportunity to do part-time work. My current jobs includes, eating is restaurants (doing service reviews), recording online Chinese lessons (speaking English to explain Chinese grammar and vocabularly), writing and many other things.
You can also head to various smaller cities around SHanghai. I really like Nanjing, but it is very hot in summer and very cold in winter. But it is my favourite Chinese city. But that is because much of the city is still crowded inside the old city walls, with narrow little streets.
In fact in Beijing I live in a small street where cars can barely drive because of people (like me) walking down the middle of the street. But this means I can get a beer and a kebab at 3 am, or go shopping at any time. I am also near 2 foriegn supermarket chains and 2 chinese supermarket chains, plus plenty of lovely clean food.
Beijing people are not so friendly, but can be polite. But I made lots more friends in Nanjing (lots of big breasted girls from Xuzhou too...I don't know why Xuzhou has so many big breasted girls).
Cities like guangzhou are nice to live in too, but the problem is everyone speak cantonese in the streets and at work, I had to ask my staff to set certain telecommunications messages to Mandarin so I could at least partially follow them.
To sum up, go to Nanjing, It was the first city in China to welcome tourists. It is fairly cheap, now only 1 hour from Shanghai by the fast train. Near many famous locations, like Hangzhou (4 hours by bus), Huangshan (6-8 hours I think), Suzhou and Shanghai.
People are friendly. I liked the food, but more foreign colleagues there would eat Hunan and Sichuan food instead.

Studying Chinese is pointless if you can not hear the tones.Listen to Pimsleur conversational Chinsese CDs and learn
how to properly pronounce the chinese romanization system while you get your MBA. I was able to get the CDs at my local library. Learn the romanization here: http://www.pinyinpractice.com
It took me a year before I got to the point where I could hear the tones properly. I figured if I could not hear the tones after a year I would give up.
You can do at least 2 years of a 4 year degree in Chinese online from the school that gives the HSK. The HSK is kind of like the TOEFL exam in English.

Join the military. If you score high enough on your entry exam, you can request the Defense Language Institute for Chinese. There is a high demand for interpreters. You don't have to commit to take the test.
