Well, you do not just get to show up in a country. He needs to be accepted into a program of study in Canada. He will then take all of the required documentation with the acceptance letter from the school, to the nearest Canadian consulate in his home country to apply.

Yes you can go to Canada to study tons of things! All overseas students are required to obtain a Student Authorization and Visa before going to Canada for studies. You can go to their website(see below) and check if you are eligible for applying. Then download their application and fill it up. If you done with all the papers and requirements needed, find a nearest Consulate or Embassy and submit you documents.
