Well, you do not just get to show up in a country. He needs to be accepted into a program of study in Canada. He will then take all of the required documentation with the acceptance letter from the school, to the nearest Canadian consulate in his home country to apply.

If you done with all the papers and requirements needed, find a nearest Consulate or Embassy and submit you documents.
