I know quite a few people who've moved to NZ from the USA, one from California. They said fees are cheaper here in New Zealand than back home.
But if I was you, I'd stay in California and do an exchange in your 2nd or 3rd year and come to New Zealand.

Dunedin is known as the student city. It can get very rowdy with drunken behaviour etc but if you're young and you like that kinda thing then you should go there! I studied at Canterbury uni (christchurch) which was awesome too!
I'm from Wellington but don't recommend it for study because it's quite hard to get to (very hilly etc).
Auckland is the biggest city, and they have huuuuge traffic jams so unless you live within walking distance to the university, i wouldn't bother!
Palmerston North has pretty good student life, kinda like Dunedin but smaller.
Oh Dunedin is the cheapest for rent, but most students there end up paying twice their rent in alcohol every week!
Don't go to Invercargill, it's a hole!
