I would apply to both, especially since Waseda is known for being competitive, that way you can study in Tokyo no matter what. I haven't spent much time at Waseda, but I've heard they have an excellent Aikido Club, in case you're interested in that type of thing.

I don't know if it's the "best", but Temple University in Tokyo is easy to enter, because it is an American University (a branch of Temple University in Philadelphia) in Japan.

I'm confused about why you want to go to university in Japan just to study Japanese. I'm pretty sure you would need to speak Japanese already to be a full-time student at most Japanese universities -- Kyoto University, for example, specifically states that classes are in Japanese unless otherwise specified. The University of Tokyo basically says you have to have mastered Japanese before enrolling if you want to be able to take their courses. Why not look into taking language classes in Japan during the summer, or going to Japan with a study abroad program through a university in your home country? That way you get the experience of being in Japan and being able to seriously improve your Japanese skills (nothing like immersion for picking up a new language!) but you're not going to be struggling through a full university program in a foreign language.

I'll let you know, though, that if you're going to try and stay for longer than 90 days, you're going to need a student visa to do so, and I highly doubt that the government issues them to high school dropouts.
