Hi Malaya,Firstly, Chinese, like any language, takes time - so 3 months maybe too short. It is hard to say "how long" it will take to learn Chinese, because it depends on your ability to learn and also the amount of hours you dedicate to it every day. I personally took a 1 year course at Fudan, Shanghai, and was able to come out with an Intermediate level of Chinese, which helped me to progress in the years after - as I just needed to pick up vocabulary (the basics of grammar, tones, characters had all be well developed in the 1 year).
Regarding your question if you should study in your country first - the answer is, yes! Any chance you can to study is great. If you can get started at home then it will help you when you arrive in China if you decide to come. Although it is always good to be surrounded by the language in a country, you can still learn a lot through books, online resources, tutors, software, smartphone apps, flashcards etc..
If you are really serious about learning Chinese, then coming to China would be great help. Either enroll in a University (e.g. Shanghai, Beijing) or take a private Mandarin course (i.e. private school normally located in districts where foreigners live or work).

Almost anywhere in China would be fine. I personally think you get out of any language program just what you put into it. If you are motivated, you will learn the language. If you are just skating along, then you'll pick up what's necessary.

If you have a BA or BS in any major, then you can go to China as a foreign English teacher for thousands of different public high schools and colleges almost anywhere in China. If you commit to one year, the school will cover most of your travel expenses and pay a salary that will more than cover your living expenses.While at the school, it is easy to arrange private lessons, often free, from the Chinese English teachers at the schools, who will welcome the opportunity to improve their English at the same time. Enlist several teachers and you can take as many lessons as you want.
You can find sample jobs at www.chinatefl.com, but there are many other sources just by searching the web for something like "Teach English China".

Okay, I don't know where you should go, but for a while I recommend getting a fluent chinese speaker friend to go shopping with cause you will get RIPPED OFF, if you are a tourist :PSo I recommend maybe staying with a chinese/english speaking family? It's hard to find especially since most people in Shanghai live in apartments, so if you can't at least find a fluent friend. And if you are young enough, you can find an international college/school to take a chinese class in or get a tutor.
Anyway, good luck! Sorry if I'm not much help. I also definitely buying a electronic hand-held dictionary!

Well you should pick a good Chinese university in a big city like Beijing or Shanghai (I'm studying in Shanghai Uni of Finance n Economics- the teachers and the courses r not bad at all).The thing is how long r you gonna stay in China for study? You can choose to stay in the dorm, if you want to cook and have big space for your own you can rent a apartment, kinda expensive in my opinion. I myself am living in the dorm and haven't got any intention of moving out yet (i'm staying for 4 years)
