Here is what I do:
For all my text books I go through and read the chapters and highlight what I deem to be important. Then I go through and take notes on what I highlighted. Writing notes in the margins will also help you make your notes. Then before the test you don't have to reread the entire chapter, you can just reread your notes and hopefully know them by heart.

The key to studying in college is starting to study immediately. If you review review review you will actually LEARN the material and the test will be a breeze. If you start studying a couple days before the test you are screwed (for most classes). You will be much less stressed if you just start studying a little at a time. Stay ahead of the game so if something comes up you won't be behind and you can have some fun too.

Also, if there are practice problems (say in a chemistry book) DO THEM.

I think your main problem is that you are reading the textbooks, but not learning and absorbing the material. You can spend as much time studying as you want, but if you don't absorb the information it will do you no good. Taking notes and highlighting will help you concentrate.

Unfortunately, you really do need to pull those grades up. If you transfer to a University the classes will only get harder.
