Honestly, you'll find that you'll have fond memories, no matter where you go, but Sevilla is at its best in the Spring...Semana Santa, Feria, and you'll probably want to go to Carnival somewhere nearby, too.
Nope...no better place.
You might want to consider staying longer...If your purpose is to learn the language, you really want to be there a full school year. You'd have to bite the bullet and put up with the heat for the summer, but you really should put in at least 8 - 10 months.

I studied at the Universidad de Salamanca for one semester. This is known for being where some of the "purest Castillian is spoken", and is also one of the top universities in the world. There are Spanish for foreigners courses there, but normally you have this on the side of other subjects. I did some English Linguistics courses (which are taught in English) as well as courses given in Spanish.Another option is the Universidad de Granada. I've known people who have gone to study at this university and it is known for its languages faculty. I personally don't have any experience, apart from that the accent there *can* be more difficult to understand as they have an Andalusian accent (mainly they don't pronounce the letter "s", but I'd do some more indepth research on it if I were you).
Anywhere in Spain, except the big cities Madrid and Barcelona, is really affordable, so don't worry too much about that.
The University of Michigan had a link to which gives about studying in Spain. I don't know if the centres/universities they list have some kind of link with them or not. Maybe try sending an email to find out.

Considering all the various answers you got, I would say anywhere in Spain is good, but would suggest the outskirts of Communidad Madrid. B/c honestly, there are way too many english speakers in that major city and if you don't watch it, you'll speak more english than what you want. Same goes with Sevilla. I lived in Cantabria and barely anybody spoke English, so I learned a lot. But the kicker is that after I left, I had a crazy lipse which if you go to any other spanish-speaking countries is ... well effeminate, so I had to get that accent beaten out of me.Delores Said:

To tell the truth I live in Mijas, Málaga, and I would normally promote our part of Spain with vehemence. But for what you are intending. I too would suggest Valencia. It is one of the top five cities in Spain. It has an excellent ambiance for foreign students. You will find museums, Ciutat de las Artes & Ciencias, Palau de la Musica, plus several marvelous beaches such as La Malvarrosa or Pobla de Farnals. The mediterranean has a good temperature in summer, the water is warmer than here on the Costa del Sol. You could also enjoy the weekends by visiting other places such as Castellón to the north or Alicante to the south, even going up to Barcelona for 2 days is worth the effort. .(By rented car or train, or even bus).Here is the Universidad de Valencia website for you:
