If she is already admitted to the school, the school will send you I-20 SEVIS Form that is required to apply for F1 Student visa.
You need to prove that she will come back after the completion of school and she has enough fund to pay for her study, since F1 doesn't allow student to work except on campus up to 20 hours a week.

I assume you asking how you can study in the US?
You need to be accepted at a US college or University, and then apply for a visa at your embassy once you are admitted and get the necessary papers from your school (I-20).

If you are asking about immigration to the US, you basically cannot do that unless you get a job offer, get married or you are eligible for and win in the diversity visa lottery.
