There is a lot of information you need to find out, but it would be best to look by yourself, because only you really know what you want.
One thing I can tell you though, is 'well known' = reputable, reputable university = expensive!
AUC might be a good place to start finding out what it is exactly you want to achieve. If you study for your bachelor's there, that might put you in a better position to apply for a scholarship in a reputable US uni. later on for master's level.

If monetary isn't an issue, then one should try to study at the country where they want to work as soon as possible. It is during school when you will start to build your personal network, and learning about the environment and culture where you'll be working. It is best to start that process as soon as possible.

No, that's not really an option as a grad student. Your adviser might send you to work with collaborators in another country, or you might apply to spend a summer working at a university in another country, but they really don't have grad school study abroad programs. Why not just apply to universities in Japan for grad school? A few teach in English.
