I do not know the answer, but maybe you can put out feelers somehow. I always wanted to teach my children french. There are people interested for a small fee. Then you could go through paypal for your exchange fee processing. I think this is a great way. MAybe 30 minute session people could webcam in at certain times according to their schedule. You could send feelers out to elementary schools. It is better to start young.

Probably the easiest way to start online teaching is to work for an established company. Howeveer you can also advertise your services with various esl sites. The way to get paid is to use Paypal's email payment processing system. Before you start teaching online, you should check for latency issues - I'm not aware of how reliable the internet infrasture is in India.
Check the following website which is dedicated to online tutoring. It'll go into latency, technology, online tutoring lesson plans and it has a nice guide on how to start working as an online tutors.
