If you are a mature student, you could do an A level in Art at evening classes, or a part-time day course, at the local Further Education college. If you are not having to work, I would do another A level, as well.This could get you a place at university or Art College to do a degree - the A levels will be proof that you can apply yourself to sustained study and that you are suitable for a degree course.
Another alternative, is to do an Access course, which would qualify you for a degree course.
There is also a residential college (Coleg Harlech - Google it) which offers a Foudation Art course (with a bursary to cover all your expenses). This will qualify you for a degree course, but you have to be 21 or older.

No, you don't need any teaching qualifications unless you want your students to take exams. E.g. If you want to teach them to pass BTDA exams, you must be a qualified BTDA teacher.However, you will need a full CRB check, which can take a while to come through.

Be aware that each state has its own certification standards, so a Michigan teaching certificate is not valid in Texas, and vice versa. Some states make it easier to transfer than others, but you REALLY need to know exactly where he would like to teach and then contact the certification office of that particular state.
