if you are teaching in Illinois you don't have a choice - they just take the money out - so get over it and realize you are going to see 9% of your money taken out whether you want the plan or not. The IRA would be extra - I have both and a 403B.

Does your state require you to have a masters? For instance my state, ky, requires you to have a masters within 10 yrs (i think its 10 yrs) if thats the case go ahead and get into a master's program. But you can get hired as a regular teacher and still do your master's at the same time.

Job Corps are available in every state. The center may not be close to your home, but they will send your child to the closest one. Probably Pine Knot, Kentucky. Job Corps is a work-force readiness program that teaches young adults, ages 16-24 the life skills necessary to compete and survive independently in today's job force. They have several trades available, with great instructors, and the amount of time your son is gone will depend greatly on which course of study he chooses. It is a great program, but your son will have to be really dedicated to changing his life, I reccommend college imediately after attaining the GED in Job Corps, and they will help him every step of the way, he just has to want to do it. He will get up every morning at 6am and go to work, and he will not get "off" work until 5pm. It is dorm living with hundreds of other young adults, and it's not always easy.
