The big area of help is at military bases. Bases are just cities own by the government. I'm answering this based on the USA. Look at your list which I reproduce here in a little different form:

* design and construct air and water pollution-control systems,
* need to treat their air or wastewater discharges,
* supply drinking water,
* treat and dispose of hazardous chemicals,
* operate treatment facilities
* monitor and regulate waste discharges,
* conduct research on environmental control,
* develop the new generations of pollution-control systems,
* agencies that transfer knowledge and technology to the developing world,

All of the above apply to large military bases. On a base the engineers have to serve in all those capacities.

* public-interest groups that advocate environmental protection.

Also, government military agencies fund research that looks at all aspects of the environment. This requires experts to oversee these projects, so even that last one is involved.

When you start talking overseas deployment you get into things like reconstructing facilities that have been destroyed.

If you life in US, you shouldn't have to wait 6 months for maternity rights. The FMLA protects you. Are you pregnant?
If you found a new job and then got pregnant you would have 9 months before you should even have to worry about leave for pregnancy. Most full time teaching jobs offer health care benefits & sick days & vacation days. You should be able to work it out either way. It would help to know where in the country you are at, however in answering your question. :)

Many of your reforms are good, but unlikely in a free economy, A few of your 'reforms' are based on quack science and are not supported by scientific study.
I would not vote for your reform package, and I don't think many people who would.

Something is wrong here. This cannot possibly be a normal au pair programme. It may be a scam!

As an au pair you should typically work 30-35 hours a week rewarded with room and board as well as some pocket money. It is not supposed to be regular job, but a way to get to know a foreign country. In some countries, like France, you are required to take language courses while working as an au pair.

An agency may charge you for administrative services, but $1300 is ridiculous! You are not supposed to pay for room and board with money, but with your work in the family.

There are many au pair agencies available, but it is hard to tell which are to be trusted.

Have you contacted the French embassy? They may give you some tips. The Governent of France has always encouraged young people who want to study French language and culture.
