In New Zealand, university tuition fees are not free regardless of your status. The fees for New Zealand residents and/or citizens are subsidised by the NZ government and are therefore lower than those for persons coming from overseas who are not residents/citizens. Presumably you were born before 1st January 2006 (either that or you are remarkably advanced for your age :-))). Therefore, it is probable that you are entitled to claim New Zealand citizenship by virtue of your birth in New Zealand (persons born in New Zealand after 2005 have no right of citizenship simply by being born here). You should contact the NZ Department of Internal Affairs to have your citizenship assessed.If you are entitled to NZ citizenship than you are entitled to subsidised university fees, which, depending on the course you choose will amount to between NZ$5,000 and NZ$6,000 per year (unless it is highly specialised and therefore more expensive). If you intend to board in University halls, then be prepared to pay an additional NZ$10,000+ on top of that. Add in various other expenses (books, personal items etc) and you are probably looking at around NZ$20,000 per year. A normal university year is 38 weeks (March to November), unless you choose to study an additional term during the summer recess. The costs for the summer term are additional to those given above.
There are interest free (as long as you remain in New Zealand) loans available to cover the course fees and some related expenses. You can also get a student allowance if your parents (or you if you are independent of them) can show that your/their earnings are low. However, the maximum allowance will not cover all of your expenses. If you don't qualify for allowances, or you only qualify for a partial allowance, then you can get further loans to help pay for your living costs; but again the maximums won't cover all of your costs. As a rough estimate, you would probably be eligible for loans/allowances of around NZ$12,000 to NZ$13,000 of the above NZ$20,000.
