First things first, Oxford University isn't located in London. It's located, unsurprisingly, in Oxford which is a completely different city over 60 kilometers from London.In terms of getting into Oxford, of course you can get in if you live in the US. Acceptance to the university is on academic merit and isn't based on where you live. Oxford i believe does mainly single subject degreees Major/Minor degrees are mainly studied in America , i personally have british major/minor degree - here they are called 'joint degrees' but they are not like major/minor ones in America here a joint degree entails a similar amount of work to a single subject degree and about half as much work again for the second subject. joint degrees are rare in England.i have never heard of a Joint MA
to enter into an MPHIL you will be needing a '1st' (i assumje the indian degree rating system is the same as you mention hounours degree but if not you will need the best degree) and you will probaly be asked to show your philosophy degree dissertation to them which means trasnlating it to english if it is not in englsih. The disertation will most likely be the way they decide as there are more poeple with top degrees who want to go to Oxford than they can take so you need to be the best of the best.
