When a person comes to the USA from a different country most of their education is recognized but in order to work in that position here in the US everyone needs to prove they have these qualifications by taking a state board exam.

For example a nurse from India would need to get a application from the board of nursing and have all her paperwork sent from India then pay the fees here and sit the exam, this is just an example for all other professions (accounting, engineering etc) it is the same you need to find out where you need to apply and do it- its a lengthy process and takes some time.

Try google search to find out where the state board is for your profession.

Yes you can very well do it from IGNOU at New Delhi. IGNOU is a recognized university and the certificates, diplomas, degrees awarded by it are recognized everywhere by almost all the universities in India which are themselves approved by UGC or AICTE.

Syllabus shows what subject knowledge was imparted.

You may need the both.

If they want transcript only then, get the mark sheets for all the years handy. Write to the university and get it from them.

Most USA university need them to be mailed directly so you need to make such arrangements, by authorisation and paying the fees.
