Netaji Subhas Open University http://www.wbnsou.com has a rather clunky website which at one point claims to offer graduate courses in history but never tells you what degrees are offered. Madurai Kamaraj University http://www.mkuniversity.org offers the MA, MPhil, and PhD in History.
