All 3 are very good. Neither one would be classified as a party school. I have an American frend who is currently at Hebrew U, and she loves it.
All public Israeli universitied are excellent, and they all have exchange agreements with universities all over the world. You may want to get some advisement from the university you are currently attending; they should be able to give you information on the different exchange programs.
