It's been 7 years since I've applied, but typical turnaround used to be anywhere from 3-10 weeks. The longer it takes doesn't necessarily mean that you didn't get in, just means you're in a different bucket that they're evaluating.

They now have something online called Status Check, so you can check their decision before it's even mailed to you.

Call the UT Bookstore, and ask them to email a list of MS ME books in the bookstore (of course, don't tell them why). If you call them early in the morning (Texas time), then maybe they will have time to do something like that. Perhaps they could just read some of the titles/authors of the books to you.

You need to have really good grades, they are the 12th best public university in the U.S. academically and ranked 45 overall academically that's very good.

Have a strong GPA and get a good score on your ACT, they will most likely take a 26, their average is 25.
