I'm assuming you mean only tuition is $5000-7000 per year, as it would be impossible probably to find a school that costs less than that for total expenses like residence and stuff.

But yes, there are schools where international tuition is less than that. The problem is to get a study permit to come to Canada you will have to prove you have about $20,000, so if money is that much of an issue you may not be able to do it.

Also you can't work for the first 6 months you're here, so you'll need money for that time.

In Quebec, if you take a French major or minor you only pay the rate that Quebec residents would pay which makes it very affordable.
