It`s up to the student to arrive on time, some universities stipulate attendance requirements, some do not. Typically universities run modular type degrees, usually a module runs for 2 hours a week. These 2 hour time slots can be lecture or lecture/seminar and do not necessarily run concurrently.

Unfortunately for you most of the Universities 'near London' are the least 'fun social atmospheres' and have the least parties etc simply because everyone goes off to London all the time, so the Student culture is overtaken by the greater London culture. London is, however, the only part of the country that its easy to get to from any city- A train from Newcastle takes about 4 hrs.

If you want a fun, party, social student atmosphere your best choices are;

1. A campus Uni - like American universities, set outside of the main town/city, usually in smaller towns or citys such as York, U.E.A (Norwich) or the like. These tend to have thriving student scenes, especially for first years, and people rarely leave campus as theres more to do there than in the town.

2. A northern city. Leeds, Manchester, Sheffield, Newcastle, Liverpool, Nottingham. These all have more traditional looking unis and a 2nd more modern university as well. Students tend to live in pockets of accomodation known as 'student ghettos' just outside the city centres and hold house parties and the like there, or walk/taxi/bus to city centre bars, pubs and clubs.

If you are either incredibly rich, however, you may want to look more at Oxford/Cambridge/St Andrews/Durham, where the 'party scene' seems to be based less around bars and house parties, and more around 'social events' and 'societies', the most famous being the boat race!
