Well, first off, none of them are free, they all charge at least a few hundred euro a year administration fee. German universities charge around 500-700 for the programs taught in German, 22,000 for the handful taught in English, like engineering. Norway and Finland do not charge tuition fees at any of their universities, Iceland doesn't for most of its programs. Since you did not mention it, I assume that you only speak English, and that is where you run into road blocks, the tuition free schools in Europe, Germany for example, as listed above, don't teach much in English. This is also the case for undergraduate study. If you want a tuition free Bachelors degree, forget about it. If you want a tuition free Masters degree, you have a goon number of options at the schools in countries that I listed above.Raul Said:

You can try European University..for economics and business...its a private school so just your high school diploma should do. But its very expensive and not sure if its accredited.There are some countries that teach in english at public schools.
I know of one in Cluj, Romania which is the best school in the county and its only 3200 USD a year and doesn't matter what marks you have. Because there the very smart kids get in for free...and if you pay your way in (tuition) then it doesn't matter.
But if you want to come back...the school might not accredit your european diploma.

Many universities in Europe are free to their citizens.If you are an Irish citizen, you can enquire in Ireland about your eligibility. Just choose a University and write them an email.
If you apply in a non-English country, you have to pass a language test before you can apply. Again, the university website informs you about that, mostly in the native language. They assume that you have made an effort and learned the language well enough to be able to read a website.

There are 263 members of the Association Européenne des Conservatoires, Académies de Musique et Musikhochschulen in 55 European nations.It depends upon what you intend to study--piano, violin, voice, theory, etc. Different conservatories have different strengths. And, to some degree, this decision will hinge on whom you may wish to study under.
Certainly the principal conservatories in London, Paris, Vienna and Brussels are outstanding. E.g.,
