Go for the state schools, Bloomsburg, Millersville, California for example most are in smaller towns that are safe and I believe Clarion is one of them. You have to live in PA for a year for residency.

Probably the most reputable college in PA is Swarthmore college. Then Haverford college and Bryn Mawr college.

UPenn is a reputable college and also a very reputable reseach institution, so it's slightly different from these

CMU is also very reputable but is sort of in a different category since they are much more science and engineering focused.

If I had to rank the colleges I would probably say the following:
1) Swarthmore
2) Haverford
3) UPenn
4) CMU
5) Bryn Mawr

You first need to earn a bachelor's degree and then an M.D. degree before you can be accepted into a psychiatric residency. Try to find a four-year college or university which will admit you as a first-year student, as it is much easier to be admitted to medical school if you take all your pre-med classes at a four-year college, rather than taking some of them at a two-year college. The pre-med classes are listed on the medical school websites.

You will also need to take the SAT or ACT test as part of the admissions process to the undergraduate school where you will earn your bachelor's degree.

I graduated from Clarion in the 1990s. It was perfect for me. Small, rural, safe campus, public (not as pricey), yet it still had a number of majors. The idea of college is finding the perfect fit for you. It seems you want a rural university, so some other ones to consider in PA are Grove City, Slippery Rock, Bucknell, Shippensburg, Allegheny College, Saint Vincent, and Saint Francis University.
