1. Most of Sweden do. Notice the weirdness is in the north, and if you don't go much north of Stockholm, (or Uppsala,) you still have a "night" and a "day".2. I don't even think Sweden has universities north of the Arctic Circle. They are all in the normal world;-).
3. If you are so damned afraid of the cold, you just stay in the south, ie, choose Lund. But it's not as horrible as you seem to think in Gothenburg or Stockholm.

From the fall of 2010, foreign students outside the EU, EEA, or Switzerland and who are not studying for a PhD must pay fees and they are a load of money! Below you can find information about it.Starting with autumn semester 2011, the Swedish government has introduced tuition fees for students who are not citizens of the EU, EEA or Switzerland. Tuition will apply to bachelor’s and master’s programs and courses, while PhD programs remain tuition-free. Universities and university colleges set their own fees, and these will vary between SEK 80,000–140,000 per academic year for most subjects. However, for example art, medical or pilot programs can have notably higher tuition. The fee for the Studera.nu application to Swedish universities and colleges for these students has been set to SEK 900.
At the same time, scholarships are also available. The Swedish Institute (publisher of Studyinsweden.se) administers several of these. More information is available here. Additionally, Swedish universities will offer scholarships directly to non-EU/EEA students from autumn 2011.

Nota bene: The above fees only apply to citizens of countries outside the EU, EEA and Switzerland, and if these students are not part of an bilateral agreement or exchange between universities.

I can’t comment on Sweden or Norway, but in Finland most universities do not (at the moment) charge tuitions from non-EU students. The universities can charge such fees, but I’ve yet to hear about any university actually doing that (you’d have to check with universities individually to be sure). However, no prep course in either Finnish or Swedish will give one the necessary proficiency to study in a local university. Exchange students are offered courses in basic Finnish, but all the other courses they take are conducted in English (which are not enough for a Finnish university degree). The level of Finnish/Swedish skills required in a university are comparable to the required English skills in a college in the US.

All the major universities have some graduate programs in English.Very few undergrad degrees are in English though. Only a handful of schools offer them, and they aren't the top universities. Degree programs are very limited (business, world studies, a few science degrees). Otherwise, you need to learn Swedish to gain admittance.
