Lugansk is 500,000 population, which means it is not a major city. With a few exceptions, education was better in major cities all over former USSR. I've never heard of any good art school or any good university for that matter that is located in Lugansk.

No, you can't do that. Med schools in the US don't allow transfers, and the Ukrainian system is too different from ours. If you want to go to med school here, you need to start by earning a bachelors here, then med school - we don't do the MBBS. It's an 8 year process.
