There are three questions you need to ask yourself before deciding what country to apply for university. The questions you need to ask yourself can you speak the language, English, German or Swedish? Fluency in the language is important do the work that the courses require. Also, you need to ask yourself can you obtain the funding necessary to attend the university, afford the travel to the country, and have enough money to defray living expenses because you student visa may limit the number of hours you can work? Third are able to adapt to a different culture when away form family and friends? Finally since your posting states you are in India outside of the EU, US, and New Zealand I am assuming in my reply that you do not have citizenship in the countries that you are inquiring. I am not very familiar with Germany, New Zealand, and Swedish universities so I will not comment on them.

Both UK and US universities are quite good in regard to facilities. In the UK I am fairly confident, based on your posting, that you are not residing in the UK and this means you would most likely be considered an international student. This will mean that your tuition and fees would much higher than those who reside in the UK. Also in the UK there is almost no financial support for graduate students at the masters / PhD level. Whereas in the US the cost is much higher for a masters degree but unlike the UK there is some financial support. Since I am assuming that you are not a US or US permanent resident then any financial support from the government will not be possible. This means for you if you are considering the US or UK then you will need to secure your own funding and ensure that it is enough to meet the requirements of the US or UK student visa.

Yes. Some UK unis will allow you to study the course "modern languages", rather than having you select just one language like, for example, French. Instead, you study modern languages, and within that course, you pick 2 or 3 languages to study.

Whether or not you need A levels for specific languages depends on the language. For example, I think it's at University College London, if memory serves, where you must have an A level in French in order to study French, but you don't need an A level in Czech to study Czech. You can start Czech from scratch, at uni.

You should do a search on UCAS to find unis that offer the course "modern languages" or equivalent. You'll then need to check each unis' web pages to find out if you can study 3 languages (although I remember most allowing this), and if so, which languages require an A level and which do not.

Unis do receive a fair amount of government funding and so are accountable to the government. I think there is a department for education so I guess they are people to contact.

If as a student you have a problem with your university that you don't feel they have dealt with well then you should get in touch with your students' union.

You can go to Uni at any age but I wouldn't take another year out of college as it will be harder when you do go back.
