Depends what your major is. If you're doing math, science, or agriculture, then cal poly slo is best. San Diego State is known for its business program and is the top small research university in the country. Long Beach is pretty good too. I believe those are the top three schools in the CSU system

Your only real choice is to find another school.

One thing you have to remember is that there is a severe budget crisis in California and part of the cause is a bloated education system. Money does not grow on trees and any money used to provide a taxpayer subsidy for your education would have to be taken from another necessary program.

In fact - you have not gained any sympathy from me as you seem to be demanding that more of my money be taken from my wallet and used to give you something for free.

I don't remember much from sociology so I don't know if there is an objective way to measure impersonality. Based on personal experience at Berkeley and UCLA, and second-hand sources from students in contact with me, I find the UC system to be moderately impersonal overall. Since the bureaucracy is run by very intelligent people (a lot of the staff are graduates of the campus), you tend to get two extremes: people who are knowledgeable and helpful and people who are knowledgeable and jerks. I think those two kinds of people balance out the impersonality and efficiency of the bureaucracy.

From a practical perspective, for someone who may be trying to navigate the bureaucracy, the trick is to locate the helpful people and latch onto them. The process to locate the helpful people is painful, of course, as you are testing out how knowledgeable and friendly each person with whom you come in contact. Act friendly also helps facilitate the elimination process, as you are more likely to escape the jerks unscathed.

Well, I cannot say with 100% certainty, but possibly, yes, this could be true for you. See, Nevada and California have an agreement called the Western Student Exchange Program for students that live in certain counties in the states of California, Nevada, Arizona, and a few others. Depending on what county in Nevada you live in, you may qualify for this tuition reduction. You would need to contact the financial aid administrator at your college to find out how to apply for that program.
