If you are studying undergraduate (Bachelor's), the absolute majority of programs require Swedish. There are a few degree programs in English, but these are at lesser known universities, and truly only a couple of programs are available. You either need to pass the TISUS which requires a written test alongside essays and a spoken interview in Swedish, or pass Swedish classes up to svenska A/B level at a university (which is equivalent to basic competency for native students). If you take the courses elsewhere, I believe you still have to pass the TISUS. For most people, it takes about 2 years of full-time Swedish studies to gain enough fluency to pass the test. I taught myself Swedish up to svenska A/B in about 6 months, but I spoke Swedish at home and had regular exposure. I then took a year-long course at a university for svenska A/B, 6+ hours a day, 5 days a week.There are many Master's programs available in English, but it depends on your line of study. They actually don't require Swedish for lectures or discussions, although most people take Swedish alongside their regular coursework. Everything you need to know can be found at the following sites:

And Sweden is planning to start charging tuition fees for non-EU students in 2011. The amount isn't set yet, but it could end up being quite expensive.

It depends. University degree programs are very different in Sweden, and tend to follow a much more focused line of study. In order to transfer credits, they:-must be of comparable standard to Swedish courses in the same subject
-must be in line with your degree program in Sweden
-can't overlap with planned courses in Sweden
-need to be converted into the Swedish credit standard
Undergraduate programs are 3 years in Sweden, and they require a year of higher education (after high school) for American students before you can enter a degree program. This means that if your credits are transferable, it's likely they won't be worth as much time on the Swedish system. I had first-year university coursework, but it wasn't transferable as university credit in Sweden and I actually had to take what's called a "bas år" (base year) of studies in order to gain entry into a degree program.
99% of programs on the undergraduate level also require fluent Swedish, confirmed by Swedish courses on your transcript or taking an entry exam. Your Swedish needs to be comparable to that of a native applicant, meaning svenska A-B level. If you are an exchange student the language requirements are dropped, but as a "free mover" it's most likely you'll need Swedish.
You need to discuss your transcripts/credits with the international office of the university where you plan to study. They'll be able to give you better specifics regarding your prior coursework.

Not sure about your field, but Sweden in general has a bad reputation when it comes to hiring immigrants. Especially if you have no grasp of the Swedish language.My husband is from Sweden, and we had contemplated moving there but the unemployment rate, and the bad rate of hiring immigrants made us change our minds.
It is almost impossible to get a job there without knowing svenska.
