First of all you'd need to find a college or university in the USA who will accept you as a foreign student.

Secondly you'd then have to obtain the relevant visas from the American Embassy in London, once you have paid the relevant fees and have actually been accepted by the institution in the USA.

It will not be that cheap as you will have to pay overseas fees, which are usually double the initial price.

Not true. The top financial engineering programs are in the US. There are more schools to choose from and more top schools. While schools like LSE, LBS, Oxford, etc. are good schools for financial engineering, the US has more programs on the same level if not better (MIT, Carnegie Mellon, Chicago, Columbia, Princeton, Stanford, Berkley, Yale, and the list goes on...).

No lecturer has any influence over either admissions or funding of degree programs, so it wouldn't help you to find such a person. What are you trying to do? Get a Ph.D. in agricultural engineering? You don't need to find a lecturer (or professor, in North America) whose interests are the SAME as your own; just a program which will allow you to study these things. You won't be able to be that specialized throughout your doctorate, but you could do a dissertation on a topic related to that, assuming there is an appropriate dissertation topic there, at pretty much any school offering a Ph.D. in agricultural engineering, I would guess.

I added a couple of links. Although these should last more that 6 months, you can always contact the departments and see what else they have. Make sure you say you are looking for a graduate program. You might scare the de children if you go to undergraduate level.

The application process for International students is pretty straightfoward. We require an application and application fee, proof of English proficiency (generally TOEFL), and official academic credentials in order to make an admissions decision.
