u dallas is ranked 13th in the masters west catagory and u portland is ranked 9th in the same catagory. so it doesnt look like there is much of a difference. so it really comes down to which school works better for you and where you plan on living and working once you graduate and what the perception of that school is in that area. like if you live in oregon or the northwest it would probably be better to go to u portland then it would be to go to dallas because people have heard of it and would most likely know someone or work with someone who might have gone there, and this may help you out if their rep is good.

Per Wikipedia, the UC Irvine Political Science and International Studies programs are very highly regarded in California, ranking only second to Stanford's in terms of the quality of graduate and undergraduate education as well as the quality of faculty research.

Based on the CA education, location of Orange County, the beaches, shops, activities ect in California, go with UCI.
