Probably because the School of Nursing (technically the School of Nursing and Midwifery) is a new one, founded only in 2005. But you've got UQ's general reputation -- which is very high -- to consider. I'd have no hesitation in recommending it.

IELTS is required for the student visa. The school may accept a TOEFL score.
