It does really depend on what you are going for. But overall UCLA is more prestigious and will carry more clout when looking for jobs and such once you are out of school.As for environment, Santa Barbara is probably a little more laid back and are good at sports but not on the same level as UCLA (except maybe in Men's soccer).
I would look at what you are considering majoring in and see which school has the stronger program. I'd also look at student reviews of college and see what people say and appeals to you more. You can find some student reviews on this site for both schools:

I advice you to never give a **** about the university's fame, just know what type of engineering study you would like and ask about the faculty. If you understand engineering then that's the point, not the university's name.good luck

the average UC GPA for that school is around a 3.8-3.9 (only sophomore/junior year)and an average score of 1870 on the SAT.

Just like in community college, you are eligible for financial aid.You will receive additional grant & loan money because the college costs at UC are higher.
Was you FAFSA EFC = "0"? That means you'll get money to at least cover the cost of books & tuition. Plus housing $$$.
You may be eligible for scholarships, grants, and other support services if you are a first generation college student (Meaning you parents have no college education).

There really is not much else in Santa Barbara other than UCSB, at least in regard to 4-year universities. Depending on how many classes you have taken at UNLV, you may be able to spend a year at Santa Barbara City College (which would cut down on the cost) before applying to UCSB. But if you have to be in SB, there are no other public schools in the region (within a 2-hour commute from SB), and if any private colleges are around, their tuition costs will be greater than UCSB.Next closest (affordable) university on the Central Coast that comes to mind is Cal Poly (San Luis Obispo). It is a couple hours north of Santa Barbara, and a well respected college in California. When I was in college (graduated in '04), in-state tuition was about 1/2 of that of the UC schools (about $2,500/year less).
