First off, you are NOT, in any means, mentally retarded in math. I have struggled for as long, if not longer, than you have in math. For as long as I can remember, math has been a hard ship for me. It is not something to be ashamed of. When I was in my senior year in high school, I was taking a 10th grade math class, and left the class with a D- average.I am in college, and believe me math is the hardest thing for me to understand. Math is very difficult for some people, and there just isn't much to do about it. You said you have gone through a lot of tutors, and you initially understand the information, but when it comes time for testing, you can't remember a thing.
That is completely normal for someone who doesn't understand math. What it is, is that when something is explained to you up front, you can understand what is being said because you are seeing it performed in front of your eyes. Your brain may think it is absorbing the information, when really it is just processing it so you can understand it in real time.
You can't remember the information because there is something in your brain that can not hold onto the complexity of math. Don't feel bad that you can't remember it! I am the same way, I can never remember anything taught in my math classes!
I do not think you will only be able to understand just basic math for the rest of your life, but even if that is what it came down to, you really only need the essentials to get by in life. Unless you are planning to have a career in which advanced math is necessary, you should be perfectly fine.
As for passing high school, unfortunately, most schools do require that you have 2-3 years of math under your belt before they let you graduate (at least that is what it is in New York). You said you get special treatment because of your learning disability, so they should give you some leway on passing high school with basic math.
I know that math is a very frustrating subject, but all I can say is to just keep at it, and really study and focus on the material. Perhaps it will stay with you if you continue to study it.
I really do understand how you feel. You probably feel hopeless, frustrated, and discouraged because you can't understand it. But you are not retarded in math. Math is a very hard subject for a lot of people, so don't put too much thought into it.
I really hope that you don't beat yourself up over this, and I hope that math will become easier for you.

There are 4 ways. You just have to see how many different ways to get $2.66 with those items and list all of themexamples:
two $1 bills, 2 quarters, 1 dime, 1 nickel, 1 penny
two $1 bills, 1 quarter, 4 dimes, 1 penny
two $1 bills, 6 dimes, 1 nickel, 1 penny
see if you can find the other way
