I am not sure of either of these, but I think

1. Interest - (interest payments on farm debt!)
2. Logistics (or "logistical") (JFK often referred to the assistance as "logistics", training, supplies and the like - not troops!!!!)

edit this could also be LAOS. There was turmoil in Laos in 1962 and American troops were sent to Northern Thailand, in case of escalation.
