An algal bloom is a rapid increase in algae in a body of water (ie. a lake or pond)."Red tide" is used to refer to a harmful algal bloom in marine waters, along the coast. The protists involved are red/brown, hence the water looks red. The term is just a more colloquial way of referring to it, but is technically inaccurate, since these algal blooms have nothing to do with tides or tide cycles.
Eutrophication is when the concentration (amount) of the nutrients in the ecosystem causes primary productivity to increase, which can actually be disastrous. Because of a buildup of these chemical nutrients (and thus elements) the water often cannot support (most of) the living organisms. For example, this could lead to entire populations of fish dying in a lake because of the toxicity brought on by the algal bloom. This can also work it's way into humans - if someone eats an affected fish, for example, he or she is also ingesting the harmful things the fish took in.
Human agricultural practices can cause an increase in fresh water algae growth. The runoff from fertilization (and whatever else they do to crops - like when they used to spray crops with DDT), can seep into the water, like streams and other fresh water areas. The chemicals then can cause an increase in algae, which can often thrive in such environments, while other organisms also living in the water cannot.
